signal transmitted to and received from the user equipment; a target SIR setting unit thatsets a target SIR to be compared to a received SIR for performing transmission powercontrol based on the received SIR of an uplink signal from the user equipment; atransmission power control signal generating unit that generates, based on the targetSIR and the received SIR, a transmission power control signal to be set for controllingtransmission power of the user equipment; and a transmitter that transmits thetransmission power control signal to the user equipment. When determination is madethat the radio communication is performed through the booster, the target SIR is set tobe less than or equal to a predetermined upper limit value.
